Foreign Trade Zone Basics: What Admission Does and Does Not Do to Duty

FTZs defer duty and can reduce it in specific structures, but they are not duty free zones. How admission, status elections, and weekly entry actually work.

A foreign trade zone is a secured area inside the United States that customs law treats, for duty purposes, as if it were outside US commerce. Goods can be admitted, stored, assembled, or manufactured in a zone without a formal entry, and duty is generally owed only when merchandise enters US commerce from the zone, at rates that depend on elections made along the way. That structure helps some importers enormously and others not at all.

Admission is not entry

Admission into a zone uses the FTZ admission process, not a consumption entry, and no duty is paid at admission. The goods sit in activated zone space under CBP supervision, tracked by the zone operator's inventory system, which is held to a strict compliance standard because the whole model runs on that inventory record.

Duty attaches later, when the goods are entered for consumption, withdrawn for export, or otherwise move into US commerce, and exports from a zone can leave without US duty at all. For re export heavy operations that deferral plus export treatment is the core value, before any rate engineering enters the picture.

Privileged and non privileged status, in plain terms

Foreign status merchandise gets an election. Privileged foreign status locks the classification and rate to what the merchandise was when admitted, appraised at that stage. Non privileged status lets the finished article's classification and rate apply when it enters commerce, which is where the inverted tariff benefit lives: components dutiable at a higher rate than the finished product can be entered at the finished product's lower rate.

The election is consequential and in the privileged case effectively fixed at admission, so the modelling has to happen before goods arrive, with the bill of materials and both rate structures in hand. Guessing here is expensive in both directions.

Weekly entry and the MPF saving

Zone users can file a single weekly entry covering a week's shipments instead of an entry per shipment, and since the merchandise processing fee is charged per entry with a cap, high volume importers consolidate many capped fees into one. For operations with hundreds of weekly shipments this fee arithmetic alone can justify a zone evaluation, independent of duty effects.

Weekly entry also compresses broker workload, though it raises the cost of an error: a mistake on the weekly entry touches a week of merchandise at once, which is why zone inventory discipline is not optional overhead.

Who should not bother

Zones carry real fixed costs: operator fees or your own activation and compliance burden, inventory system requirements, CBP oversight, and bond considerations. Low volume importers, single product importers whose components and finished goods share a rate, and operations with no export or manufacturing step usually find the savings smaller than the overhead.

The honest evaluation is a model, not a brochure: your volumes, your rate pairs, your export share, your entry count, run against zone costs quoted by an operator. Confirm zone procedures and status elections for your products with a licensed customs broker before committing goods to a zone programme.

Frequently asked questions

Is a foreign trade zone duty free?

No. Duty is deferred while goods are in the zone and generally owed when they enter US commerce. Goods exported from a zone can avoid US duty, and some structures reduce duty through status elections.

What is an inverted tariff benefit?

Where components carry a higher duty rate than the finished product, non privileged status can let the finished article's lower rate apply on entry, reducing total duty compared with importing the components directly.

What is weekly entry?

An FTZ procedure letting a zone user file one entry per week covering that week's shipments. Because the merchandise processing fee is per entry and capped, high volume users can save significantly on fees.
